Eleonora dislikes her home country being damaged, while blowing up fuel deposits can not only damage your resource intake but it can lose you loyalty with the other factions. In general, completing given objectives is the best way of raising loyalty with one of the three factions, but try to avoid using artillery too much to weaken enemy defenses.
However, there are some occasions when you have to make a choice between one of the parties, with you sometimes lowering your relationship levels to raise relationship levels with others. Loyalty is earned with any one of your three main allies: General Buckram (US), General Norton (UK), and Eleonora Valenti (Italian resistance) by completing objectives and retaking parts of Italy from their German captives.
Loyalty is a mechanic in Company of Heroes 3 that is exclusive to the Italy campaign.
